Rural Self Employment Training Institutes (RSETIs)

Micro enterprise development through EDP training, skilling and short term apprenticeship and hand holding will be provided through Rural Self Employment Training Institutes (RSETIs), which are being set up in all the districts in the country in partnership with the Public Sector Banks. Consequent upon the decision of the Government to set up one RSETI in each district of the country, it was decided to set up 500 RSETIs throughout the country during the 11th five year plan period (2007-08 to 2011-12). Coupled with about 122 RSETIs set up by the banks on their own initiative, it was expected that all the districts in the country (about 622) would be covered under the initiative. Against the above target, up to 31st March, 2012, 509 RSETIs have started functioning of which 214 have been supported by the Ministry of Rural Development.

Dress Designing for Men/Women at Reotipur.

We have successfully completed our 8th Off-Campus training programme. 27 girls and women participated in this programme which started on 16-09-2013 and certificates were distributed on 07-10-2013. All participants were from rural area. This type of training programmes can be very effective in motivating the participants for Self-Employment and mitigating Unemployment & Poverty. Ms Usha Pandey, trainer, was very much efficient in imparting skills and had a flair knowledge of teaching. 

Electric Motor Rewinding & Pump-Set Maintenance

The Batch for "ELECTRIC MOTOR REWINDING & PUMP-SET MAINTENANCE" was concluded on 21st of September'13. Certificates were distributed to 27 candidates. candidates were mostly the youths from Rural & Backward area and living their lives below poverty line. The purpose of training is to make the youth self-dependent and self-employed.

भारत वर्ष में युवक-युवतियाँ रोजगार की तलाश में शहर की तरफ जाते हैं। इसमे संगठित एवं असंगठित , दोनों क्षेत्रों के बेरोजगार लोग होते हैं। इतनी बड़ी संख्या में लोगो को नौकरी दे पाना संभव नहीं हैं तथा गरीबी रेखा से नीचे जीवन-यापन करने वाले लोग रोजगार के अभाव में पीड़ित होते हैं तथा इन्हे स्वरोजगार के अवसर उपलब्ध करना अतिआवश्यक हैं। इसी उद्देश्य से भारत सरकार द्वारा प्रशिक्षण संस्थान की स्थापना पूरे देश में की गई हैं। इसका उद्देश्य स्वंय सहायता समूहों के माध्यम से गरीबी रेखा से नीचे रहने वाले ग्रामीणों को आर्थिक रूप से सशक्त बनाना हैं ताकि वह अपने जीवन स्तर में परिवर्तन लाए तथा गरीबी रेखा से ऊपर आ जाए। ग्रामीण युवकों को आवश्यक व्यवसायिक प्रबंधन एवं कौशल हेतु प्रशिक्षण की व्यवस्था सरकार द्वारा की गयी हैं किन्तु उद्यमिता के अभाव में बी॰पी॰एल॰ वर्ग का कोई भी व्यक्ति व्यापार या व्यवसाय को सफलता पूर्वक नहीं चला पा रहा हैं। सरकार द्वारा ग्रामीण स्वरोजगार प्रशिक्षण की व्यवस्था करना इस दिशा मे उठाया गया एक सार्थक कदम हैं।

                यूनियन बैंक ऑफ इंडिया द्वारा गाजीपुर जनपद में ग्रामीण स्वरोजगार प्रशिक्षण संस्थान की स्थापना की जा चुकी हैं जिसका लोकार्पण यूनियन बैंक के कार्यपालक निदेशक श्री एस॰ रामन द्वारा दिनांक 13 फरवरी 2009 को किया गया हैं । स्थापन के बाद से अभी चौथे निदेशक श्री संजय कुमार  दिनांक 01 जून 2012 से कार्यरत हैं। संस्थान में संकाय के रूप में श्री बी॰एन॰ शुक्ला (सेवानिवृत्त अधिकारी यूनियन बैंक ऑफ इंडिया) की नियुक्ति दिनांक 7 मई 2009 को की गयी हैं।

                हमारे संस्थान में प्रशिक्षणार्थियों का चयन भारत सरकार के ग्रामीण विकास मंत्रालय द्वारा दर्शायी गयी मंशा के अनुरूप किया जाता हैं, जिसमें निम्न बिन्दुओ पर हमारा विशेष ध्यान रहता हैं:

1.       प्रशिक्षण का उद्देश्य लोगों को रोजगार परक उद्योगों एवं व्यवसायों की स्थापना हेतु प्रेरित करना ।

2.       प्रशिक्षण समकालीन एवं क्षेत्र की आवश्यकता के अनुसार ।

3.       ग्रामीण बी॰पी॰एल॰ परिवारों को प्राथमिकता ।

4.       प्रशिक्षण देने से पूर्व प्रशिक्षणार्थियों की अभिरुचि तथा तथा कौशल का मूल्यांकन ।

5.       प्रशिक्षणोपरांत बैंक ऋण उपलब्ध कराने में सहयोग ।

6.       खासकर ऐसी गतिविधियों का चयन करना जिससे गांवों से शहरों की ओर बढ़ रहे पलायन को रोका जा सके ।

7.       18-45 वर्ष के युवक एवं युवतियों को ही प्रशिक्षण के लिए चयनित करना ।

8.       प्रशिक्षण के उपरांत किन-किन को रोजगार के अवसर उपलब्ध हो पाए तथा कितनों को रोजगार नहीं हो पाया हैं, इसका डाटा रखना तथा अंकित प्रयास इस बात का होगा कि सभी को कोई न कोई अवसर प्राप्त हो ।

इसके अतरिक्त संस्थान की कार्यप्रणाली की रूपरेखा निमन्वत हैं:-

1.       त्रैमासिक आधार पर स्थानीय सलाहकार समिति (Local Advisory Committee) की बैठक होती हैं जिसमें

                                                                                 i.            पूरे त्रैमास में हुए व्यय का समिति द्वारा अनुमोदन किया जाता हैं ।

                                                                               ii.            भविष्य में चलाए जाने वाले प्रशिक्षण कार्यक्रमों का अनुमोदन किया जाता हैं ।

2.       स्थानीय सलाहकार समिति (Local Advisory Committee) के निम्न सदस्य हैं:-

यूनियन ग्रामीण स्वरोजगार प्रशिक्षण संस्थान

 Situated at the bank of Holy River Ganga in Ghazipur. Established by Union Bank Of India. Philosophy is to motivate the unemployed rural youth to take up self-employment through short term training intervention with long term hand-holding. The widely acclaimed effectiveness of RSETIs training is attributed to its unique training methodology. Through structured psychological exercises, the participants are stimulated to shed inhibitions and develop interest in learning.
